연령, 성별, 인종의 구별 없이 누구나 사회의 구성원으로써 함께 동등한 양질의 교육을 받을 권리를 갖고 있다. 하지만 그동안 장애인들에게 또래들과 함께 교육받는다는 것은 교육의 전제조건이 아닌 ‘통합교육’이라는 이름의 별도의 조건이었다. 본 연구는 통합교육에 대한 국제 기조를 기반으로 한국 정책의 현황을 분석하여 한국 통합교육의 방향성을 검토하고자 하였다. 대부분의 국제기구에서는 행정적 요인과 학교요인을 통합교육 운영을 위한 주요 요인으로 강조하고 있었다. 한국의 통합교육철학도 경기도 교육청을 시작으로‘단 한명도 포기하지 않는 교육’으로 나아가고 있음을 보여주고 있었다. 한국 통합교육의 토착화 과정에서 정책은 꾸준히 진화해야 할 과제이지만, 통합교육에 대한 인식과 철학이 어떻게 변화해야 하는지도 면밀한 숙고가 필요하였다. 아울러 한국은 현재 통합교육이라는 용어의 차별성에 대한 고민의 시점에 도래해 있으므로. 통합교육 연구 성과들을 아우르는 담론을 고민하고 적용할 수 있는 장을 마련하려는 학계의 지속적인 노력과 논의를 제안하였다.

| All students have equal rights to quality education regardless of age, race and sex. However, the rights of students with special needs to learn with their peers was not prerequisite but an option. The purpose of this study is to discuss on the current educational policy status of Korea by reviewing discours on inclusive education of international organization such as OECD, WHO, UNESCO. Most of international organizations emphasized that educational administration and school surrounding should be specifically consider to support inclusive education. The inclusive education philosophy in the Korean education field has been changing to focus on ‘no one should be a outlier in school including students with special needs.‘ In the process of adaptation of inclusive education in Korea, educational policy is a constantly evolving task. How awareness and philosophy of the inclusion should be changed need to be carefully considered. |
