장애인의 탈시설에 대한 사회적 관심은 지속적으로 높아지고 있으며, 서울시는 탈시설 정책으로서 전국 최초 장애인지원주택사업을 시작했다. 지원주택 공급 확대에 앞서 이 연구에서는 제도적 문화기술지 연구방법을 활용하여 탈시설 장애인 지원과정과 심리운동 지원방안을 살펴보고자 하였다.
연구결과는 다음과 같다. 지원주택은 일상생활에 대한 지원을 넘어 장애당사자의‘주체적인 삶의 회복’이라는 공동의 명제를 가지고 있었다. 이를 위해 개별화된 지원체계가 필수요소이나, 사회서비스의 공백은 크고 이를 메꾸기에 지원주택의 인력구조나 예산은 한정되어 있었다. 또한 지원자 대상 업무매뉴얼이나 교육지원이 부족하여 일관된 주거유지지원서비스가 유지되는데 어려움이 있는 구조였다. 탈시설 정책으로서의 지원주택의 실천이 원래 목적대로 운영되기 위해서는 장애당사자 중심의 지원철학과 그에 따른 인력과 예산, 동시에 지역사회의 중증장애인 지원체계의 확충이 뒷받침되어야 한다. 이에 이 연구에서는 지원주택 지원사례를 통해 심리운동이 언어적 의사표현과 움직임에 어려움이 있고 사회경험 부족으로 인해 어려움을 겪는 장애당사자에게 긍정적인 영향을 주고 있음을 확인하였다. 또한 지원자들의 관점의 변화에도 영향이 있어 탈시설 장애인 지원영역에서 심리운동적 접근을 접목하는 것을 제안한다. |

Social interest in the deinstitutionalization of the disabled is continuously increasing, and the Seoul Metropolitan Government has started the nation's first housing support project for the disabled as a policy of deinstitutionalization. Prior to just expansion of supported housing supply, this study intends to examine the support process for the disabled in this project and the possible support measures for psychomotorik through the institutional ethnography. The research results are as follows. The supported housing project had the goal of ‘restoration of independent living’ for disabled people beyond supporting for daily life. For this, an individualized support system for persons with disabilities was essential, but the gap in social services was large and the manpower pool and budget for the supported housing project were limited to fill the gap. In addition, it was difficult to provide consistent housing maintenance services due to lack of work manuals or educational support for applicants. In order for supported housing as a deinstitutionalization policy to operate as intended, it must be backed up by a philosophy centered on persons with disabilities, sufficient manpower and budget, and establishment of a support system for the severely disabled in the local community. Through the case of supported housing support, this study confirmed that psychomotorik has a positive effect on persons with disabilities who have difficulties in verbal expression and movement and lack of social experience. Also, since it affects applicants to change their viewpoints, it is suggested that the psychomotor approach be applied for supporting the disabled. |
